The leaders of the anti-reservation agitation in Gujarat ruled out negotiations with the state government unless the student leaders detained under the National Security Act are released unconditionally. The other two preconditions are revocation of the termination orders against the striking junior doctors of Ahmedabad Civil Hospital and cancellation of the appointments made in their place.
Election Reform
The Election Commission will soon propose two changes in the law to disqualify persons with criminal records from contesting elections and to combat the menace of booth capturing and proxy voting. In Uttar Pradesh and Bihar, several persons detained under the National Security Act or charged with serious offences contested the last Lok Sabha and state elections, and some won comfortably.
Dialogue With Akalis
The government has announced major steps to restore normalcy in Punjab and to pave the way for a dialogue with the Akali leadership. It has accepted almost all the Akalis’ major preconditions for talks. Home Minister S B Chavan announced the holding of a judicial inquiry into the Delhi riots by a sitting Supreme Court judge, and the lifting of the ban on the All-India Sikh Students Federation.
Trade Negotiations
The extended meeting of the development committee of the IMF and the World Bank next week will be a disappointment to developing countries. While there is no indication of the soft loan IDA fund being increased, industrialised countries, particularly the US, are likely to utilise the opportunity to reopen some of the trade issues settled at the Tokyo Round of trade negotiations.
